As you can see they are making fun of "Jack Layton's strategy of getting our troops out of Afghanistan in a hurry." Jack Layton is the leader of N.D.P. and he would like all of the recruits from AAfghanistan i stand by that as for the conservitives they would like to send some more canadian troops.

You recognized who the candidate was, and what the issue was as well, Dakoda. What did you notice about how Jack Layton was presented? What about his facial features was exaggerated? This will provide a clue as to how the cartoonist is presenting the issue (inferencing skill).
